clinton was late to the table on this one but at least he got it at the end. Bush started real slow and his folks missed the opportunity apparently to leverage what clintons team had figured out, but in his defense 9/11 came upon us real fast and real early in his term.. Given whats happened since, i think Gore would have been better at this over the 8 years. Kerry taking over four years ago would have been a disaster because he would have exited iraq and left it to the militias and al quaeda. At least there is some light in the iraq tunnel which might have some long term bennys.
