"You're trying to change the subject." Well, you seem bound and determined to look at Russia through the lens of the USSR. It isn't the same. Not by a long shot. The USSR after Stalin had a profoundly conservative government that never made a move without internal debate that generally meant not much got done. Putin is much more like one of the powerful Tsars like Peter the Great. He has the full backing of the people and he has virtually unlimited power within the country.
