What is different, I believe, was mentioned on p2 of the article. He envisions the infrastructure set up for battery switchouts in just a matter of minutes. So that even if the battery technology has limited range, you can still can pull in, "fill'er up" with fresh batteries and be on your way. You will not have to worry about battery condition because he owns them. It's not just the recharge stations that's innovative. It works kinda like this 2-year old idea:

He's a visionary as the article points out, but he's not waiting on some mythical "leap" to get started, instead making the best use of what he can come up with.

Did you read all 10 pages of the article? He's certainly taking one heck of a longshot, but at least he's shooting, not hiding behind some bullshit corporate PD&C process.
