Yes, Osama cut his terrorist teeth in Afghanistan, however his alQaeda ominously gathered strength during Clinton's Adm; when it was also most vulnerable to being neutralized--A Clinton hit at that time would have prevented the horrendous attack on 9/11.

Nothing ever remains static in world events, therefore it's disingenous to blame Reagan for OBL. e.g., the strongest opponents of Civil Rights were Democrat politicians.
