In the end, they must have decided they had no other choice. Obama was getting destroyed on his Foreign Policy weakness, and Biden is the best of the candidates. The problem is that Biden has been wrong on most of his positions with respect to the foreign policy of the day. Notably, Iraq, he was absolutely, dead wrong and more wrong than just about anyone else (he essentially took the tejek view that the Iraq constituency had irreconcilable differences).
