No, intentional attacks on civilians (as opposed to accidental casulties when military targets are his) aren't a part of our way of war now. They may have been in WWII, but not anymore. People need to stop believing the lies of the Chomsky's of the world, who claimed our war on Afghanistan was going to intentionally kill millions of Afghans.

Why go to the trouble of developing bombs like this if our intention is to kill civilians?

Wary of killing civilians, the Air Force has begun filling 2,000-pound, laser-guided bombs with concrete instead of explosives and dropping them on military targets near populated areas, American military officials here said.

A concrete bomb, the use of which has not previously been disclosed, can still destroy a target, but minimizes the risk that explosive bomb fragments will kill or wound innocent Iraqis who might be nearby.
