They don't even need to remain a city. They should revoke the city charter and just let the residents be governed by the township and the county.

Townships should govern unless the size gets above around 25,000 residents or so, IMO. There's too much waste otherwise.

I don't agree that because

"the city’s operating costs per month are $275,000 per month, but the town has only collected $53,000 in revenue this month"

means

"The city is currently losing $222,000 a month."

For all cities, revenue is not collected evenly each month over a course of a year.

Proper accounting and communication should not distort cash flows for the purpose of promoting either cuts in services or the need for increased taxes or other revenues. IMO.
