I suspect either:

He cooperated more with the Vietnamese than he admits.

or

He received damning psychological evaluations on his return, evaluations that would prevent him from ever rising further in the Navy, and would prevent him from becoming President if known.

I think the public has plenty of information on McCain's military performance.
