I would think so. The evac plans were essentially non-existent previously. I know that there is discussion now about using trains.

The Superdome will not be the shelter of last resort.

If it were up to me, the National Guard would move in immediately after the storm passes. A lot of drug addicts will be going through withdrawal and you know what that means.
