The internet bubble helped a lot. And the divided govt. as I mentioned before. Spend as you go, he says. And you said in another way. But when you are in debt, you can't start with spend as you go. You have to make up lost ground first. All the while we are fussing with Russia re Georgia... Russia just announced buying yet another American steel company. go figure.

p.s. - I don't think Clinton could have done it without the divided govt. He was thrashed by many dems for losing the majorities (supposedly his fault partly for taking gays into the world. yawn). But it worked. And... he could paint the reps as the bad guys and vice versa, yet the end result was bringing the budget under control without cutting too many serivices for people. It will, in my mind, be to Gore's everlasting shame he didn't embrace those 8 years.
