poor people were paying exorbitant prices for lousy food. Thats because of the crime. It was because they were redlined. Redlining refers to loans to homeowners. How does that affect shoplifting in high crime areas? ------- Nowhere in LA is land cheap. It may have been in more prime neighborhoods but it wasn't cheap. Read cheaper. ----------- If owners are watching "their customers closely", how can theft loss be high? Because thieves are determined and work at it.
