Wow, that is really a nuanced definition. Be careful, you'll be labeled a liberal.

So, does the leader merely need to believe that their 'lie' is fulfilling their obligation of your trust? By some accounts, LBJ knew that the 'Tonkin Gulf' incident was a lie, but used the lie to enact policy that he believed would make America safer.

Was that a lie?

If so, then a whole gamut of deceptions can be justified, or at least not labeled as 'lies'.
