A leader can of course lie. The question we are discussing is whether it is wrong or whether we can rationalize it by the 'everybody else does' excuse. Or whether it is so common that it shouldn't be considered a fault unless it is a circumstance (which we haven't defined) where it matters.

I can't assume anything about LBJ, and I don't have clear information on that incident, so I don't know. But if it was proven that he lied to those in his trust, it was wrong IMO.
