"especially when the emergency room is the "primary care facility" of the uninsured."

As a person who has gone without insurance, and someone who knows many people currently going without, I can tell you I don't know ONE PERSON that uses the emergency room for primary care. This is a myth.

The people I know either pony up and pay cash for doctor visits ( this is what I do, having just paid $8000 for cataract surgery - which wouldn't have been done in an ER in any case ), or do without. Most just wait until a problem is really serious before they even consider visiting the doctor and paying out of pocket, hoping it will go away.

Anyone with any assets or even an address and phone number won't get "free" care at an ER. They BILL you, and if you don't pay, they put collectors on you.
