People that don't know better? The gullible many my suspicion. Including money managers that in the main , at least 70%, are gullible as amateur investors. i once heard one sharp fellow describe that Fund Managers are the leading edge of the herd. i would hazard 70% of MF managers concern is just to sell stocks and to besure not to think think negatively. They hear 3.3% "And say great!!" Because that is what they WANT to hear, they will not question when what they hear is what they wish to hear. Max
