My point is no one has touched that issue for the last 8 years and no one is going to touch it until after this election. Bush had six years of a Republican controlled congress and did nothing about it. And nothing since. He could have done anythign he wanted. He did nothing! The issue now is too hot (right before an election when both parties are courting the hispanic vote) for either major party to address it. Just political reality.
