I think Obama chose Biden because Russia was flexing its muscles and he failed to adequately address the incursion as it occurred. While Iraq has taken a backseat to the economy and energy in the public mindset, the Russian military action brought up the importance of defense and foreign policy. Had that not occurred, I'm not so sure Obama would have acted to shore up his utter lack of foreign policy experience with such a boring, and potentially gaffe-rich, choice as Biden
