That statement is ludicrous on its face without data. Did she get a phD in some low paying job? What are the details. Empty rhetoric is just poop.

My comments were based on personal experience in the federal government at the Senior Executive Service(SES) level and with the second largest airline in the world

It's a fact in those occupations.
