My response and interpretation came directly from watching the speech. I read nothing prior other than your post.

I thought it was perfectly clear what Obama would like to see.
Ideally, the same type of funding and resources provided to the military going into sponsoring larger participation from civilians dealing with homeland issues.

This is where the "comprehension" starts.
The whole speech is about national service
This is where his concept begins
He's pointing out the need for other ways of serving our country and providing security of another kind- its future- that are not strictly military
