kemah definitely. west of downtown... flooding and stuff perhaps.. hard to say... depends where the bands are and rain pockets and all that. downtown is 50 miles plus from the gulf... hard to picture a 50 mile deep storm surge surgewise...but people here probably can talk about that more detailed than I can. eitherway, i would not be in a tunnel or parking garage below ground. some people drowned during allison who were in those places.
