For those panels with a glass overlay, store branded windex should work fine... unless glass cuts the efficiency.

In S FL you can get 200mph rated glass windows. No shutter required. Of course, they are expensive.

In S FL shutters are available, they range in price and materials from steel to aircraft aluminum, and from bolt on to sliders to electrically powered roll ups. El-cheapo versions are plywood... which ought to work too.

Re insurance: Most homeowners policies allow excess value coverage, or coverage of items attached to the house. I will check when panels become reasonably priced relative to purchased electricity. Part of buying decision.
