Character is a personal trait. The problem is highlighted when people are making excuses why poor people are stealing TVs, shooting each other, having four kids by three different "daddies". No amount of money, mass transit, or free housing will "cure" this. You may not like what I suggest we do to start on the problem, but continuing what we are doing isn't working. Review the WPA and CCC programs. 75 years ago, people wouldn't take handouts. They demanded jobs, to be able to work for their govt check. A lot of men wouldn't take handouts unless they could do something for it, cut neighbor's grass, work on their farm, swap a few chickens. Obama has the right idea, but a "WPA" police force comprised of unemployed, unskilled, poorly educated labor, is not the answer. I'd start with our nation's infrastructure such as roads and electric grid. Maybe a North Dakota to Texas windmill farm using the ghetto hopeless and other able bodied men is an idea. Then again, how much screaming and hollering will you hear from the predictable politicians? The same as you do now when someone puts inmates to work.....
