Yes, but it will only be reported quietly, as a known & unquestioned fact, in contrast to later developments, e.g. "in contrast to the first eight years of the century, when unemployment stayed under 6%, today's report of 6.3% represents a disquieting development," and so on.

Just like the success of the surge has quietly become part of the CW.
