The proposed pipeline is just in the beginning stages of a lengthy multi-year process. The central issue behind Palin's election was the desire to cancel Murkowski's sweetheart deal with the big oil leaseholders and start over. Her administration then write and won passage of the Alaska Gasline Inducement Act (AGIA). This act created an open bidding process to acquire a license to build the project. TransCanada won the lease, but the big oil companies are still pushing their own plan. Actual construction is still years in the future.
