John, an efficient government IS a limited government. Few argue against having a FEMA in the first place, except maybe the staunch libertarians.

That's the flaw in Krugman's argument, to assume that the Republicans' belief in limited government led to the gutting of FEMA. Otherwise, you would have many more Republicans saying, "No! We don't need a FEMA!" Instead, they take the blame where blame is due.
