It's never OK.

I initially supported the war in Iraq, but the unintended consequences have caused me to rethink that support, not to mention the gross underestimation of the cost.

I was never a big fan of "reorging" all of the departmental agencies underneath a "Homeland Security" umbrella, even though I strongly believe in the concept of Homeland Security.

And don't get me started on George Tenet and the CIA, which has proven to be absolutely dysfunctional. I believe in having strong, effective intelligence, but geez, if the bureaucracy is failing, it's time for some painful reforms.
