It is when you take a campaign stance that you are against earmarks. Because, she didn't turn the bridge down, what "thanks but no thanks" implies. She kept the money. Not only that, she pushed for earmarks herself. Like when she hired a lobbyist as mayor.

Which is the heart of the lie. She isn't against pork and earmarks as she tried to claim. She has courted them heavily and quite successfully. Nor is she against spending. When she became mayor, the town had zero debt. When she left office, the town had over $20 million in debt in addition to over $20 million in pork she landed. For a town of somewhere between 7k and 9k people, that is a lot.
