Finally, fifth, as is the case of other countries, there are regions in which Russia has privileged interests. These regions are home to countries with which we share special historical relations and are bound together as friends and good neighbors. We will pay particular attention to our work in these regions and build friendly ties with these countries, our close neighbors. These are the principles I will follow in carrying out our foreign policy.

Their 5th point rather sums it up as I see it, it gives them license to do whatever in the name of Historical Relevance... at least in their opinion.

The usual "Russian Communist dribble" at the time I was under the impression that all this nonsense to cover for Russia imperialistic desires was something connected to Communism.

Now I see that they upfront lying to justify conquest of other countries is a Russian tactic and not something Marx and Engels had in mind.

Unfortunate many countries where taken over and their population decimated by the Russians. On example the Kazakh nation for fear of being conquered by China, made a pact with Tsarist Russia only to be later decimated by Stalin. Over 50% of Kazakhstan population was murdered under Stalin and Ethnic Russian send in to settle in the empty houses and farms.

Since Kazakhs distrust any European as Russia was counted at the time as a European country (same with the various Tatars etc.). Almost every other nation of the former USSR got trough the same sad and gruesome experience, and of most cases of more nomad nations in Siberia (west of the Urals) there are little records

Now following Russian PM example to prove to all that I am a "MAN" worthy of people trust, I will need to go and shot a Siberian Tiger - well similar to old age tradition in Uganda, Kenya and Tanzania etc. ... which today is not practiced any more.
