AQ is Sunni, so is Kuwait, Emirates, Saudi Arabia etc. With US capitulation in Iraq and AQ victory, they would have safe harbor from where to conduct their operations and expand - free from the US inteferference due to our capitulation.

You have quite an imagination... AQ with maybe 5000 people is going to take over the Middle East. Against the establishment and against popular opinion in those countries. BTW the word "capitulation" may inflame you but it doesn't mean shit to me, so using it twice in one sentence is pretty much a waste of your time. AQ was never going to "win" in Iraq and you know it.

Negotiations involving money in form of tribute, ransom or bribe have been used to change outcomes of wars for millenia. Do you not read any history books? It is very "pragmatic" method. I find it humorous that you declared yourself to be a pragmatist and in the very same sentence you rejected a pragmatic method to achieve your goals.

BTW, the money goes to the tribal leaders, not to dispensable foot soldiers or suicide bombers.

It is also true that the intent has been to integrate these individuals into the Iraqi forces. While it hasn't happened quickly enough, it is continuing to happen.

It isn't, as JF has suggested, us doling out "walking around money" for the Iraqi masses just to keep them quiet.
