I don't think there is ANYTHING 'defeatist' in noticing actual results as recorded by history... (instead of simply accepting at face value whatever rhetoric politicians habitually toss-out or genuflect to in public).

Judge what they ACTUALLY DO, and not the words that spring forth from their lips, sez I.

(And, I do believe that a pretty good argument can be made that *dividing power*, politically and otherwise, tends to restrain government spending... as the only spending programs that can get passed are the ones that both sides tend to agree on --- which is generally far smaller their what each Party's agendas would be if they were not restrained by the other.)
