I don't think there is ANYTHING 'defeatist' in noticing actual results as recorded by history... (instead of simply accepting at face value whatever rhetoric politicians habitually toss-out or genuflect to in public). Judge what they ACTUALLY DO, and not the words that spring forth from their lips, sez I. (And, I do believe that a pretty good argument can be made that dividing power, politically and otherwise, tends to restrain government spending... as the only spending programs that can get passed are the ones that both sides tend to agree on --- which is generally far smaller their what each Party's agendas would be if they were not restrained by the other.)
