Actually I think that voting 'present' is a pretty smart thing to do in a lot of typical political circumstances....

Lots and lots of times the way bills get marked-up and larded with stupid riders they are not even serious attempts at enacting 'real' legislation --- but are mostly about PR and trying to get opponents to paint themselves into corners, or vote for or against something with a title like "the Mom and Apple Pie Bill".

Lots of times *NEITHER* 'for' nor 'against' is the smart way to vote... especially when it's just a junked-up pile of crapola that is being paraded around the legislature... not anything actually serious or useful.
