Not the trooper, the boss. That's what's at issue.

CNN has the trooper on TV tonight. He looks to be a liar, IMO.

Be that as it may, the claim was filed against the trooper BEFORE palin was governor. Only after she was governor and found that the discipline had not been adequate did she question why the investigation was not being handled properly and this is TOTALLY her responsibility to have done so.

My only question is why she didn't fire the guy.
