Why in HELL would Clinton not have responded to an offer by Libya to give up its nuclear weapons and WMD programs?

For the same reason he didn't respond when Mansoor Ijaz attempted to hand over Bin Laden?

Even Clinton was waiting for them to deal and drop the WMD program - no concessions, no deal. Bush and Iraq finally brought him to his senses - thank you GWB. Thanks to GWB we're on our way to gaining another middle eastern partner.
