No, it is a word and anyone can use it.

But there was never a significant usage of the term by whites to refer to blacks, which is the inference from your remark.

The racial connotation is strictly black-on-black.

Uppity is a perfect description of Obama, but politically, it would be insane for, e.g., McCain to use the term.
