Sorry. I focused in on "stuff."

It still seems pretty impractical. Getting my TV back to Vizio or my stove to GE does not strike me as either fun or useful.

I believe that one of the most effective ways to get Corporations to change their behavior is to make an activity in which they indulge very expensive.

Fine, then just tax them on the cost of eventual disposal upon sale. Don't impose untenable logistics on them. The cost of the logistics could be greater than the cost of disposal.

I have no problem with pigovian taxes. Convoluted systems, OTOH, make me crazy.
