Irving Kristol is Cato?

No. Sorry for the confusion. Kristol is the guy who first really pushed the strategy of goal oriented "research" aimed at producing scientific results compatible with free market economic ideals. Since libertarians are generally well enamoured with these ideals, many Think Tanks aligned with libertarians have embraced the approach. Cato is one of the more egregious examples of this, largely through the work of one Steve Malloy, who eventually annoyed even his fellows at Cato so much that he got booted out.
