I'm not sure what the intent was but it seems to me that Bush comes out looking pretty much better than I expected.

In particular, it is clear that Bush's leadership was the heart of the surge and it shoots down the Obama argument that it wasn't the surge (rather, it purportedly being the Anbar Awakening) that brought an end to the violence.
