To put a "garbage rating" next to the Energy Star rating will not change people and manufacturers thinking and behavior.

The rating is incidental. The incentive is the disposal cost. The rating informs the consumer that there is a disposal cost and what the relative disposal costs are. Just as Energy Star informs the consumer what the annual energy costs are expected to be. That's a monetary incentive pasted right on the product. (I know I use it, but then I had some involvement in developing it so I am probably not typical.)

"Cradle to Cradle" is a certification system right now. No teeth, no monetary incentive, only a "gold star."
