You really think that there is NOT constant political gamesmanship that goes on with some of these things? (Anyway, I've explained why I think a lot of times situations like that are attempts by politicians to 'paint opponents into a corner' with bits of non-serious legislative language... and we have batted it around a half dozen times or so... probably not much more light we can shed on the discussion about the tactic of voting 'present'....)
