Palin has spent far less on travel than her predecessor, former Gov. Frank Murkowski, who spent $463,000 on travel in 2006. Palin spent $93,000 last year, records show.

This week, she'll finally emerge from her protective shell

There's no polite way to say it: Sarah Palin has been hiding out from hard questions. It took 10 days from when John McCain announced his pick until the McCain campaign agreed to schedule Palin an unscripted interview with a serious journalist.

ABC landed the big "get" with Palin. She'll talk to Charlie Gibson of "Good Morning America" later this week.

McCain's camp has handled their vice-presidential pick like some celebrity who will only deign to give an interview if conditions are favorable. McCain campaign manager Rick Davis told Fox News Sunday, Palin would take questions "when we think it's time and when she feels comfortable doing it."

Palin has accused Barack Obama of being a me-first celebrity candidate for president. At least he has been facing media questions for the past 18 months.

Here are some of the questions Palin should be answering, for Alaskans and the rest of the country:

• You present yourself as a Republican maverick who took on your own party's corrupt political establishment. In November's election, your party is running an indicted U.S. Senator, Ted Stevens, who is awaiting trial on charges he accepted more than $250,000 of unreported gifts from the state's most powerful lobbyist. Will you vote for his opponent? Will you urge Alaskans to help you change Washington and vote him out of office? If not, why not?

• Sen. Ted Stevens' trial is still pending; he has declined to say whether he would accept a pardon from President Bush before Bush leaves office in January. Do Alaska voters deserve an answer to that question before they cast their vote for or against Stevens in November? What is your position on a president pardoning a public official before a jury has ruled on guilt or innocence?

• Alaska Congressman Don Young appears to have won his Republican primary, even though you endorsed his opponent. Will you vote for your fellow Republican Don Young, who has spent over $1 million on legal fees without telling his constituents what sort of legal trouble he is in?

• Why have you reneged on your earlier pledge to cooperate with the Alaska Legislature's investigation into Troopergate?

• In spring of 2004, the Daily News reported that you cited family considerations in deciding not to try for the U.S. Senate: "How could I be the team mom if I was a U.S. senator?" What was different this time as you decided to run for vice president?

• As governor of Alaska, you have not pushed for laws or regulations that put your personal views on abortion, same-sex marriage and creationism into public policy. As vice president, will you push to outlaw abortion, restrict same-sex marriage and require the teaching of creationism?

• If you were a fully qualified vice-presidential candidate from the get-go, why did you wait more than 10 days to face reporters?

• McCain spokesman Rick Davis told Fox News the media didn't show you enough "deference." How much deference do you expect to get from Vladimir Putin or Hugo Chavez?

• You have said victory is in sight in Iraq. In July 2007, when you visited Kuwait, you said, "I'm not going to judge the surge." In the March 2007 issue of Alaska Business Monthly, you were asked about the surge and quoted saying:

"I've been so focused on state government, I haven't really focused much on the war in Iraq. . . . While I support our president, Condoleezza Rice and the administration, I want to know that we have an exit plan in place."

Define "victory" in Iraq? What is the exit plan?

BOTTOM LINE: The nation deserves to hear Palin's unfiltered answers to serious questions.

Palin touts stance on 'Bridge to Nowhere,' doesn't note flip-flop

When John McCain introduced Gov. Sarah Palin as his running mate Friday, her reputation as a tough-minded budget-cutter was front and center.

"I told Congress, thanks but no thanks on that bridge to nowhere," Palin told the cheering McCain crowd, referring to Ketchikan's Gravina Island bridge.

But Palin was for the Bridge to Nowhere before she was against it.

The Alaska governor campaigned in 2006 on a build-the-bridge platform, telling Ketchikan residents she felt their pain when politicians called them "nowhere." They're still feeling pain today in Ketchikan, over Palin's subsequent decision to use the bridge funds for other projects -- and over the timing of her announcement, which they say came in a pre-dawn press release that seemed aimed at national news deadlines.


"I think that's when the campaign for national office began," said Ketchikan Mayor Bob Weinstein on Saturday.

Meanwhile, Weinstein noted, the state is continuing to build a road on Gravina Island to an empty beach where the bridge would have gone -- because federal money for the access road, unlike the bridge money, would have otherwise been returned to the federal government.

It's a more complicated picture than the one drawn by McCain, a persistent critic of special-interest spending and congressional earmarks. He described Palin as "someone who's stopped government from wasting taxpayers' money on things they don't want or need."

McCain also claimed to have found, in Palin, "someone with an outstanding reputation for standing up to special interests and entrenched bureaucracies" and "someone who has fought against corruption and the failed policies of the past" and "someone who has reached across the aisle and asked Republicans, Democrats and independents to serve in government." On those scores, Palin can fairly claim credit, according to Alaska political leaders and others who have followed her career here.

She did fight corruption as a whistle-blower, even before an FBI investigation burst into public view. She also stood up to "party bosses," as McCain claimed, running against Republican incumbents as an outsider -- though she has yet to unseat her nemesis, Randy Ruedrich, as state party chairman.

Palin told the crowd she had signed a major ethics law -- an appropriately modest claim, because although she pushed for the ethics changes, the main impetus had come from state legislators, especially minority Democrats.

COST-CUTTING CONSERVATIVE?

The trickiest defense of Palin in the national spotlight involves her reputation as a budget-cutting fiscal conservative.

Part of that reputation comes from her political rhetoric, beginning with her years as mayor of Wasilla. But while Palin made controversial cuts at the local museum in Wasilla and battled library expansion, she oversaw a fast-growing town with a fast-growing budget to match.

As with much of Palin's sun-kissed career, her timing was ideal: She was able to cut property taxes by three-fourths because sales tax revenues from the city's new big-box stores were soaring. She even pushed for a sales tax increase to build a pet project, a new sports complex for ice hockey.


Similarly, as governor, she has presided over a state flooded with new oil revenues, brought by high oil prices and a new tax regime she pushed over industry objections. She vetoed $268 million in state capital projects this year, but her cuts came out of an unusually swollen capital budget.

"It would be hard not to appear conservative with the huge budget approved by the majority," said Rep. Beth Kerttula, D-Juneau, the House minority leader.

Palin and the Legislature both were criticized by some conservatives for not making more effort to slow growth in the state's operating budget.


At the same time, Palin deserves credit for trying to impose some objective criteria on the capital budget, which is essentially a huge exercise in earmarking by individual legislators, said Sen. Fred Dyson, R-Eagle River.

"I thought she showed some guts in doing that and really irritated some folks," said Dyson, adding that he disagreed with some of her decisions.

BRIDGE TO NOWHERE

But it is the federally funded Bridge to Nowhere in Ketchikan that seems destined to make or break Palin's national reputation as a cost-cutting conservative.

The bridge was intended to provide access to Ketchikan's airport on lightly populated Gravina Island, opening up new territory for expansion at the same time. Alaska's congressional delegation endured withering criticism for earmarking $223 million for Ketchikan and a similar amount for a crossing of Knik Arm at Anchorage.

Congress eventually removed the earmark language but the money still went to Alaska, leaving it up to the administration of then-Gov. Frank Murkowski to decide whether to go ahead with the bridges or spend the money on something else.

In September, 2006, Palin showed up in Ketchikan on her gubernatorial campaign and said the bridge was essential for the town's prosperity.

She said she could feel the town's pain at being derided as a "nowhere" by prominent politicians, noting that her home town, Wasilla, had recently been insulted by the state Senate president, Ben Stevens.

"OK, you've got Valley trash standing here in the middle of nowhere," Palin said, according to an account in the Ketchikan Daily News. "I think we're going to make a good team as we progress that bridge project."


One year later, Ketchikan's Republican leaders said they were blindsided by Palin's decision to pull the plug.

Palin spokeswoman Sharon Leighow said Saturday that as projected costs for the Ketchikan bridge rose to nearly $400 million, administration officials were telling Ketchikan that the project looked less likely. Local leaders shouldn't have been surprised when Palin announced she was turning to less-costly alternatives, Leighow said. Indeed, Leighow produced a report quoting Palin, late in the governor's race, indicating she would also consider alternatives to a bridge.

CHANGE OF VIEW

Andrew Halcro, who ran against Palin in 2006, told The Associated Press on Saturday that Palin changed her views after she was elected to make a national splash.

Mayor Weinstein said many residents remain irked by Palin's failure to come to Ketchikan since that time to defend her decision -- despite promises that she would.


Weinstein may be especially sore -- he helped run the local campaign of Palin's 2006 Democratic rival, Tony Knowles. But comments this week from area Republicans show bitterness there too.

Bert Stedman, a Sitka Republican who represents Ketchikan in the state Senate, told the Ketchikan Daily News he was proud to see Palin picked for the vice-president's role, but disheartened by her reference to the bridge.

"In the role of governor, she should be pursuing a transportation policy that benefits the state of Alaska, (rather than) pandering to the southern 48," he said.

Businessman Mike Elerding, who helped run Palin's local campaign for governor, told the paper he would have a hard time voting for the McCain ticket because of Palin's subsequent neglect of Ketchikan and her flip-flop on the "Ralph Bartholomew Veterans Memorial Bridge."

TIMING OF PRESS RELEASE

Palin's 2007 press release announcing her change of course came just a month after McCain himself slammed the Ketchikan bridge for taking money that could have been used to shore up dangerous bridges like one that collapsed in Minnesota.

Leighow said she had no record of what time she sent out the press release, but does not recall being told to send it out early for East Coast media.

Once Palin spiked the bridge project, the money wasn't available to Minnesota or other states, however. Congress, chastened by criticism of the Alaska funding, had removed the earmark but allowed the state to keep the money and direct it to other transportation projects.

Enhanced ferry access to Gravina Island is one option under consideration, the state said.

Meanwhile, work is under way on a three-mile road on Gravina Island, originally meant to connect the airport and the new bridge. State officials said last year they were going ahead with the $25 million road because the money would otherwise have to be returned to the federal government.

Leighow said the road project was already under way last year when Palin stopped the bridge, and she noted that it would provide benefits of opening up new territory for development -- one of the original arguments made for the bridge spending.

Sarah Palin's Secret Emails

Palin is all for accountability, but only when the finger is pointing at somebody else it seems.

The Palin administration won't release hundreds of emails from her office, claiming they cover confidential policy matters. Then why do the subject lines refer to a political foe, a journalist, and non-policy topics?

In June, Andrée McLeod, a self-described independent government watchdog in Alaska, sent an open records act request to the office of Governor Sarah Palin. She requested copies of all the emails that had been sent and received by Ivy Frye and Frank Bailey, two top aides to Palin, from February through April of this year. McLeod, a 53-year-old registered Republican who has held various jobs in state government, suspected that Frye and Bailey had engaged in political activity during official business hours in that period by participating in a Palin-backed effort to oust the state chairman of the Alaska Republican party, Randy Ruedrich. (Bailey has been in the national news of late for refusing to cooperate with investigators probing whether Palin fired Alaska's public safety commission because he did not dismiss a state trooper who had gone through an ugly divorce with Palin's sister.)

In response to her request, McLeod received four large boxes of emails. This batch of documents did not contain any proof that Frye and Bailey had worked on government time to boot out Ruedrich. But there was other information she found troubling. Several of the emails suggested to her that Palin's office had used its influence to reward a Fairbanks surveyor who was a Palin fundraiser with a state job. In early August, McLeod filed a complaint with the state attorney general against Palin, Bailey, and other Palin aides, claiming they had violated ethics and hiring laws. Palin, now the Republican vice-presidential candidate, told the Alaska Daily News that "there were no favors done for anybody."

But more intriguing than any email correspondence contained in the four boxes was what was not released: about 1100 emails. Palin's office provided McLeod with a 78-page list (PDF) cataloging the emails it was withholding. Many of them had been written by Palin or sent to her. Palin's office claimed most of the undisclosed emails were exempt from release because they were covered by the "executive" or "deliberative process" privileges that protect communications between Palin and her aides about policy matters. But the subject lines of some of the withheld emails suggest they were not related to policy matters. Several refer to one of Palin's political foes, others to a well-known Alaskan journalist. Moreover, some of the withhold emails were CC'ed to Todd Palin, the governor's husband. Todd Palin—a.k.a. the First Dude—holds no official state position (though he has been a close and influential adviser for Governor Palin). The fact that Palin and her aides shared these emails with a citizen outside the government undercuts the claim that they must be protected under executive privilege. McLeod asks, "What is Sarah Palin hiding?"

The list of still-secret emails includes a series of messages that circulated on February 1, 2008, among Palin, Bailey, Frye, and Todd Palin "re Andrew Halcro." A former Republican, Halcro ran as an independent against Palin for governor in 2006, collecting only 9 percent of the vote. Since then he has been a blogger who often criticizes Palin. There is no telling what the emails said about Halcro. But in a July blog posting, Halcro asked, "why in the world is Todd Palin getting copied on emails [about me] that his wife's administration is classifying as confidential....These emails should be released to the public....after all Todd Palin has no standing to claim executive privilege. By including him in the email loop, the Palin administration has arguably breached any claim of executive privilege." And McLeod wonders, "What do emails about Andrew Halcro have to do with policy deliberations?"

The list of confidential emails includes a number of communications related to the Public Safety Employees Association, a union for the state's police officers and state troopers, and the headings refer to PSEA ads and a "PR campaign." Many of these PSEA-related emails were CC'ed to Todd Palin—and were also withheld under the deliberative process and executive privileges. (Recently, John Cyr, the PSEA executive director, told The Washington Post that Sarah Palin held a grudge against the state troopers and held down their salaries and other funding because her ex-brother-in-law-the-trooper had not been fired.) A separate email sent from Frye to Bailey and Todd Palin and headed "I may be in trouble here guys" was withheld because it involves a personnel matter. In April, a series of emails with the subject line "from Sheila Toomey" zipped between Sarah Palin, Bailey, Frye, other Palin aides, and Todd Palin. Toomey writes the "Alaska Ear" political gossip column for the Anchorage Daily News. These emails were also withheld under the deliberative process and executive privileges. And a string of emails titled "Racism on the Radio" that went back and forth between Governor Palin and her aides was blocked from release on the same grounds.

McLeod says she intends to file an appeal of the decision to withhold the emails on the 78-page list.

Palin has denounced McLeod's efforts. After McLeod filed the ethics complaint, Palin told the Anchorage Daily News, "This is the same Andrée McLeod that follows us around at public events and camps herself out in our waiting area and hounds us for a job, asking us if there's a way she can...not have to go through the system to get a job with this administration." Palin also called McLeod "the falafel lady," because McLeod once sold falafel. On his website, Halcro has posted excerpts of emails Palin sent McLeod between 2002 and 2005, in which she praised McLeod. In one of these messages, Palin wrote, "You're all about accountability." In another, Palin said, "Thanks for working to instill the public trust." Palin also wrote her, "I'm proud to know you." And in one email, Palin hailed McLeod: "Holy Moly you are powerful regarding getting the word out to the press about questionable activity."

"I've known Sarah for years, " says McLeod, who moved to Alaska from New York in 1978. "When the finger is pointed at somebody else, she's all for accountability. When it's pointing at her, it's different. Sarah Palin was elected on the basis of providing open and honest government. She has failed miserably."

The McCain-Palin campaign did not respond to phone and email requests for a comment.
