Fannie & Freddie weren't stupid. They gave money to everyone.

The link provides the list to the top 20 recipients of Fannie money for the past 20 years.

Dodd (D) and Shelby (R) are #1 and #12 on the list as they took turns heading the Senate Committee overseeing Fannie.
Kanjorski (D) the head of the House oversight committee is #5.
Interestingly, Obama is #3 on the all-time list although he has served only 2 years in the Senate.
