I did not assume a windfall tax, however, once again this is just news that is still subject to revision before it is put into law.
When it is put into law then we have a basis to assume some stability. From what has been reported, it is a reasonable and probably stimulative bit of legislation. However, there are elections to follow, so that then begs the question, does the law stand with Correa re elected or even if defeated ? Does a radical element gain power and scrap it all over again? Who knows? It will be over when it is finally over. I don't think anyone has to rush into Ecuadorian resource plays right now, they will be about the last to recover from the current slaughter.
