those are INVESTOR OWNED, not regulated utilities. Sorry I misspoke, nothing "owned by the state of California" is coal.

Anybody can put up whatever they want on their own land and sell it to whoever else, or they could, until this came to pass last year, and this is even more severe because you are not even supposed to BUY fuel from coal plants.

By the way please try to find a formal source for that not some stupid blog. At least I post actual NEWS ARTICLES not some made up thing coming from the far right blogosphere.

State set to limit coal-fired electricity

, the California Public Utilities Commission is expected to approve rules that would require all investor-owned utilities to make sure that the power they generate or purchase is at least as clean as that produced by the latest generation of natural-gas-fired turbines.

The rules, if adopted by the four-member commission, would effectively ban Southern California Edison Co. and other non-municipal utilities in California from signing long-term contracts to import electricity from existing plants that burn coal in the intermountain West.
