As to national debt;

If people understood how our books are cooked, there would be riots in the street. Our government is being financed to a large extent - as it has been for years - by using the SS trust fund monies. In any case, Clinton did a fantastic job of bringing down government spending, but that doesn't mean the budget was in surplus. Here is an interesting chart showing how dismal any progress has been;

As you can see the debt has grown every year since the 40's? Adjusted for inflation gives a year or possible two under Clinton where we make a tiny bit of paydown, but even that is extremely dismal at best.
