Well, when you add in the cost of paying on the debt we already had - there was only one year when we had but a teeny weeny surplus. If you want to include that year, then yes technically the 90's. Throw that one year out and you have to go waaaaaay back.

Let me be clear though - Clinton did a fantastic job of bringing our debt and budget under control.
