This only works if you think the interest on the debt doesn't count. It's like saying in your own life that you have a suplus because you don't count the interest on your mortgage. To suggest that interest doesn't exist in your mortgage or the national debt is to live in make believe land. It is the same as playing games with the money spent on the war in Iraq pretending it doesn't count. ....Well of course it counts as does the money needed to pay the interest on the money we owe.

Clinton didn't really have a surplus. The govt is not balancing their books. They count revenue from social security without a corresponding obligation.

If you do this kind of crooked accounting in govt, you go to the white house. If you do it at an insurance firm, you are convicted of securities fraud or a ponzi scheme and go to the big house.
