Sorry, we don't agree on "history".

Yes, Rome had a long decline, in the face of a reduced population at home and increased numbers of "barbarians". Not a tech weapons issue at all.

Germany fell to the Russians on the ground. The US likes to think it fought and defeated Germany, but in fact Germany dissipated its strength on the Eastern front to overwhelming numbers of Soviet forces. Germans had far better weapons: tanks, jets, V-1 and V-2. Just didn't have gas to put in the tank (pun intended). Allied bombing drove armament production underground, but it didn't stop it. The Russians Ivans stopped it.

Japan finally yielded on th A-bomb, but it was already defeated by overwhelming numbers of US naval forces. Numbers and not capability got them. Once again no gas for the tank.

Now the US is pitting the technical strength of its weapons against the other guys religious ideas. It can work if you kill all of them quickly. It will not work if you kill them slowly, because they reproduce with hatred faster than you kill them. Current state of affairs.
