because they have a slim majority and republicans are blocking it. But, that will change when dems take a strong majority in both houses in Nov. And I don't care about earmarks per se, I just want to go back to Clintonomics, with surpluses. Earmarks are just a symptom. What we need is fiscal responsibility, not just the elmination of earmarks. If they can balance the budget with earmarks thats fine with me, however you want to do it. Lets not micromanage.
