More like the admin encourages Georgia to act against prodigal provinces, knowing full well the Russians will attack once bloodied. So now the Ruskies are the bad guys once again, and we need a strong military leader (guess who?)to stand up against them. NATO chastises, Russia does something else (like Venezuela). All seems logical to me from a McCain point of view.
