There really isn't parts of that statement, its a single statement expressing a single idea, not some complex structure.

Your data about the trade deficit isn't relevant.

Your original statement was - "20% of our $3 trillion budget is borrowed from China every year."

Our $3tril budget obviously refers to the federal budget.

20% of $3tril is $600bil. Our total accumulated federal debt to China doesn't reach $600bil. Our per year additional federal debt to China is a small fraction of that amount. So your statement isn't true.

The total is $500bil or so, which at least comes close, but per year average is only about $45bil, which isn't 20% of $3tril its only 1.5%.

As far as our debt, it increased $118B in the month of July 2008. So half was due to interest and half due to our trade deficit.

Either your are expressing yourself very poorly or you are conflating to different deficits (federal budget, and trade).
